As for an idea, there are these skeleton decorations that mave the movable bones, you'd just need some decently thick paper, maybe cardboard, and.... Damn, can't remember what they are called, but they have metal tabs on them, it will allow you to move the limbs into any position you want it. I've seen them in packets of 100 for like $5 over here, and seeing as how you will roughly need 12 for each skeleton, you shouldn't be spending too much.

Oh, my sister says to get an old pair of jeans and an old shirt and make a headless guy (fill the clothes with leaves). You could even get some fake blood or red paint and put it by the neck so it looks like his head was cut off or something.

I had also thought about taking an old stuffed doll and cutting off her head, putting her in my last years bloody bride dress and putting fake blood where the neck is and all over and hanging her from a cloths line. lol.
